Charles Hall previously served as CEO of NCSPA from July 2006 to June 2017.
Charles Hall has returned as executive director of the North Carolina Soybean Producers Association (NCSPA) effective Sept. 19.
Hall, of Hillsborough, N.C., previously served as director of animal and aquaculture utilization of the U.S. Soybean Export Council (USSEC) where he helped promote the superior qualities of soy meal produced from U.S. soybeans to international customers including feed millers and animal and aqua nutritionists.
Hall will replace Owen Wagner who is departing to work in market analysis as vice-president of grains and oils analysis for Rabobank. Hall previously served as CEO of NCSPA for 11 years, from July 2006 to June 2017, before leaving to relocate to Germany with his family.
With a deep-seated appreciation for North Carolina agriculture, Hall says he is eager to return to his roots. David Heath, president of the NCSPA board, said Hall’s wealth of experience will be a great value to all North Carolina farmers.
“Dr. Hall’s work on soy utilization will help North Carolina producers and our customers see the completive advantages of soybeans,” Heath said.

Hall will lead the association’s checkoff funded market development program, and will oversee research, promotion, and advocacy efforts that will improve profitability of the state’s soybeans.
Hall is a native of Auburn, Ala., where he grew up with a strong exposure to agricultural Extension and the land grant university. He obtained his undergraduate degree from the University of North Carolina at Chapel Hill and earned an M.A. and a Ph.D. in international relations from the University of South Carolina.
During his time at USSEC, Hall worked on international marketing program evaluation, strategic planning, as well as assisting with soy meal utilization strategies targeted at the livestock and aquaculture industries.
Hall lives in Hillsborough, N.C., with his wife, Sharon. NCPSA is headquartered in Raleigh.
